The Chloe Center for the Critical Study of Racism, Immigration, and Colonialism is an interdisciplinary forum focusing on the intersections of empire, migration, and racial hierarchy. To explore these issues, the Center hosts workshops and symposia, facilitates student publications, and offers research grants. The center is also home to the Critical Diaspora Studies major. The Chloe Center supports reparative freedom education among students, faculty, and staff on campus and across Baltimore.

In 2021, the Program in Racism, Immigration, and Citizenship—the predecessor to the Chloe Center—became newly engaged with undergraduate students on campus through what became the Critical Diaspora Studies initiative and undergraduate major proposed and designed by a group of student activists. The major launched in 2025.

Students in the major choose among these four focus areas:

  • Empires, Wars, & Carceralities
  • Solidarities, Social Movements, & Citizenship

The major also emphasizes community-engaged research and internships with partners in Baltimore, serving as a model for bidirectional relationships between students and the city. The Chloe Center operates with a participatory and democratic principle. We are proving that college curriculum and university programming can be determined through extensive and deliberate conversation and consensus among students and faculty. 

“Research. Education. Reparation.” These three words guide the Chloe Center for the Critical Study of Racism, Immigration, and Colonialism.

Introduction to Critical Diaspora Studies will explore the transnational, relational, and comparative approach to racism, migration, and colonialism at the heart of this major. It will introduce students to cutting-edge literature in the major’s four tracks: Migration and Borders; Global Indigeneities; Empires, Wars, and Carceralities; and Solidarities, Social Movements, and Citizenship. Topics covered will include diasporic and indigenous cultures and politics from Asia, Africa, and Latin America, as well as the United States. Students should expect to learn the value of interdisciplinary and transnational approaches to questions of social belonging, activism, justice, and politics. This course will also be useful to students in all humanities and social science majors who are interested in questions of racism, migration, and colonialism. This course may entail travel over fall break.

AS.305.135.  The Future of Work: AI, Labor, and Migration.  3 Credits.  
How is the so-called “AI Revolution” altering the landscape of work? This course takes up this question through the lens of underemployment, migratory labor, and diasporic communities. We will read a variety of key works on migration and imagined communities, precarity and alienation, labor, automation, and empire—as well as texts produced in the margins of globalization. In conversation with these texts, we will investigate the dynamics of diasporic communities, migration, and solidarity vis-a-vis the future of work in a global society increasingly automated by AI models such as DeepSeek, ChatGPT, and Qwen 2.5, and the entities that own them. Through a variety of writing assignments and presentations, students engage issues such as race, class, gender, the border, citizenship, and community as they exist for diasporic and migratory workers. This course explores themes relevant to students of Critical Diaspora Studies, as well as the history of science and technology, political science and political economy, international studies, literature, film, and sociology. Readings may include works by Ruha Benjamin, Audre Lorde, Harry Braverman, Benedict Anderson, David Harvey, Edward Said, Mary L. Gray, Octavia Butler, and Ngugi wa Thiong’o.

This course examines how theories of internal colonialism help us understand the recent global migration trends and dynamics within and among ethnic communities. The course has three main objectives. First, it will discuss how the legacy of colonial and postcolonial relations of unequal exchange and domination explain the recent migration patterns from the global south. Second, it discusses how internal colonialism helps us understand how political, economic, and cultural mechanisms reproduce inequalities within and among communities of color. Lastly, how different resistance strategies manifest themselves in marginalized communities would be considered. The course surveys diverse views and perspectives including the work of Gonzalez Casanova, Du Bois, Bonilla-Silva, Blauner, Hechter, and Allen.

AS.305.246.  Out of Place: Diasporic Stories, Real and Imagined.  3 Credits.  
How do displaced people turn their experiences into stories? What can narratives of displacement teach us about the formation of individual and collective memory, the construction of personhood, and the placeness of diaspora, at once real and imagined? In this seminar, we examine the facts, fables, and fictions of displacement to and from the United States as constructed in literature, film, visual art, popular media, and personal accounts. Our investigations may include Chinese labor on the transcontinental railroad; Germans fleeing fascism in Los Angeles; Black Americans’ self-exile; forced displacement after Hurricane Katrina; Latin American immigration; and migration patterns in Silicon Valley. Working though these events, we will map differences and commonalities in modes of displacement and analyze the structure and quality of their narratives. Theoretical texts will orient and deepen our investigations; these may include works by Homi Bhabha, Richard Wright, Mike Davis, Cherríe Moraga, Fred Moten, Louise Pratt, Theodor Adorno. Student assignments will present opportunities for informal and formal writing and small group collaborations.

AS.305.270.  African Perspectives in Planetary Health.  3 Credits.  
This community-based learning course is in partnership with Baltimore Green Justice Workers Cooperative and the African School of Storytelling in Arusha, Tanzania. In centering African perspectives on human-environment interaction, students are challenged to reimagine how we can live, work and play in beautiful places. Through partnerships with Baltimore farmers and environmental justice advocates and Tanzanian filmmakers and research artists, students come together with local and global communities to advance solutions to conserve the natural beauty all around us. Through a focus on water, food, and education, students will be able to connect the increasing climate challenges to everyday public health impacts on communities. Indigenous communities across Africa have grappled with changing climatic environments for centuries and have built adaptive cultural strategies to sustain the health of their communities. Students will explore the affective and sensorial dimensions of planetary health through topics including: water conservation, food as medicine, and land rights.

AS.305.288.  The Aesthetics of Resistance.  3 Credits.  
This course surveys the stories and storytellers of key moments of resistance or revolution, such as the 1848 Revolutions, the Haitian Revolution, the 1968 Student Movement, Occupy, Arab Spring, and Women Life Freedom. We will critically examine how such moments are, or become, narratives and how, as such, they may or may not acquire afterlives. To this end we will investigate a variety of materials, produced from a variety of points of view: the press, participants, observers, commentators, instigators, theorists, and those reconstructing the events after the fact as histories or fictions. Key themes include notions of personhood, citizenship, solidarity, equality, and futurity, as well as the aesthetics of how social uprisings are represented in a variety of media. Readings might include texts by Ngugi wa Thiong’o, Alejo Carpentier, C.L.R James, Peter Weiss, Manuel Puig, Carlos Fuentes, Viet Thanh Nguyen, Audre Lorde, Joshua Clover, and others.

AS.305.319.  Freedom Education: Embodied Speculative History of Maryland Schools for African Americans in the 1800s.  3 Credits.  
Maryland had the largest pre-Civil War population of free African Americans who were intent on creating the educational means necessary to maintain their own freedom and uplift. Education and land ownership was tantamount to securing standing in society and to forging an early, even if fraught, sense of social citizenship and its benefits. In this course, students will support the research efforts of a local Maryland school house museum to develop immersive, experiential learning and engagement tools. Drawing on material and documents specific to the museum such as objects, curricular texts, original letters, newspaper accounts, experiences of the first teachers, and contemporaneous accounts of teaching in Freedmen’s schools, students will engage in a speculative history that will serve as the foundation for creative reenactment of freedom education in early 1800s Maryland.

AS.305.325.  Humanities Research Lab: The Black Panther Party and the Politics of Decolonization.  3 Credits.  
This Humanities Research Lab will examine the Black Panther Party, placing this much-discussed radical organization in context. It will focus on how the Party developed an analysis and critique of colonialism, and how anti-colonial movements around the globe adopted perspectives of the Panthers. The course will entail original research projects by students using JHU’s collection of original Black Panther Party newspapers and other materials.

AS.305.336.  Insurgency and Counterinsurgency.  3 Credits.  
The term “counterinsurgency” is typically associated with the disastrous US wars in Vietnam or Iraq. But is counterinsurgency always doomed to fail and insurgency guaranteed to succeed? This course will give students an overview of key literature in counterinsurgency and internal security, as well as representative literature produced by and for insurgents, revolutionaries, and guerrillas/terrorists. A central task will be to define these vexed terms and track their shifting meaning over time, including the importance of cultural, racial, and gendered significations to those definitions. The course will also include a large-scale simulation of an insurgency and efforts to control or extinguish it, comprising the student assignments and requiring active participation of every student in the course. Each student will be assigned roles that will require specific creative actions.

This seminar offers students an opportunity to combine historical research skills and community engagement for real-world, public impact. Through collaborative research and partnering with an immigrant justice organization, students in the seminar will gain a deeper understanding of immigration history, gather and analyze research for community stakeholders, and transform scholarly discussions into applicable resources for use in immigrant rights and justice cases today. Students who wish to take this course should have previously enrolled in at least one course covering immigration, but that is not a formal prerequisite.

Tom Jobim, best known as the composer of the bossa nova classic “Girl from Ipanema,” once quipped, “Brazil is not for beginners.” Beyond enduring stereotypes, the complexities and contradictions of Brazilian society have long been fertile ground for anthropological inquiry. This seminar offers close readings of classic and contemporary ethnography that interrogate Brazilian society as a set of questions and paradoxes.  We will also explore, conversely, how studies in Brazil have deeply shaped core anthropological thought.

What is violence? Ubiquitous as a concept, it remains difficult to define both its essences and boundaries. How do we distinguish between criminality, organized, and unorganized violence? Is violence the antithesis of society, or a central component of it? In this course, we will disscuss the concept of violence, the challenges of writing about it and explore the potentials that emerge from bodies subjugated to racialized/gendered forms of violence. We will examine a number of different ethnographic spaces, including genocide in Rwanda, conflict resolution among the Nuer, the concept of criminality in Indonesia, largescale massacres in Thailand, and police violence in the United States

AS.070.353.  Korean War: Inter Asia, Cold War, and Partition.  3 Credits.  
The Korean War from the dominant U.S. perspective is seen as a “forgotten war”, one that today registers in caricatures of the predicament of the two Koreas. This course will explore the entangled histories of empire in the Korean War. It will seek to shift our understanding of Korean War from a U.S. dominated Cold War perspective to the Inter Asian contexts in which war unfolded. Further, it will examine closely how scholars in Korea and diasporic scholars have engaged an ongoing war and partition and moved beyond ethnonationalist frameworks. As a study of war, we will consider how techniques of punishment and torture came to be justified and refined in specific sites, the role of the Korean War within multiple other wars, such as Vietnam, and in mass atrocity (such as Gwangju Uprising and Massacre) and the figure of the political prisoner and the subject of humanitarianism.

The Environmental Justice Workshop is a space for engaged learning and collaborative environmental work, giving students a chance to join in the collective struggle to build equitable and sustainable urban futures in Baltimore. In the fall of 2025, the workshop will be taught by anthropologist Anand Pandian (Johns Hopkins) as a cross-institutional partnership with anthropologist Chloe Ahmann (Cornell University) and the South Baltimore Community Land Trust. Working together as a team of faculty and students at both universities, we will collaborate with environmental justice activists and Baltimore residents to research, write, and produce a four-part digital humanities curriculum about the discriminatory history of waste management in Baltimore and its impact on working-class and minority residents. Students enrolled in this course will gain experience with archival and ethnographic research methods, learn how to conduct time-sensitive research responsive to community needs, and produce media resources for a broader civic audience engaged in the fight for environmental justice. Many class sessions will take place in various community locations in south Baltimore, and meeting times include transportation to/from the Homewood campus.

Take a moment to reflect on the present and future, and it is difficult to escape a sense of things breaking down in a fundamental way. But cycles of breakdown and repair are an ecological reality. And human communities, especially those marginalized and exploited by prevailing social and political structures, have long pursued repair and reparation as matters of both survival and justice. This course thinks through ideas of repair as means of engaging with contemporary social and ecological impasses in a spirit of restitution. Drawing from environmental anthropology, materialist philosophy, and abolitionist thought, we will work to chart the ethical and strategic promise of repair as a mode of engagement with toxic and unlivable circumstances. We will also work in the manner of a collective studio, each of us pursuing and charting a specific practice of repair.

This seminar examines epic literature’s entanglements with empire, colonialism, ethnicity, indigeneity, and slavery via critical readings of Vergil’s Aeneid. Students will gain methodological and pragmatic familiarity with movements to ‘decolonize’ and globalize the study of antiquity. As a counterbalance to Classics’ historical service to imperialism, we will read Vergil alongside other literary epics on race, identity, and belonging, representing diverse global languages, belief systems, geographies, and positionalities. We will also survey classics of postcolonial thought, from Fanon to Hartman, and apply their theories and methods to primary sources. Our hope is to incubate reparative approaches to the Aeneid and epic literature while also evaluating novel methodologies of comparison, reception, resistant interpretation, and critical fabulation. Classics graduate students will read the Aeneid in Latin. Undergraduate and non-Classics graduate students may read in translation but should plan on substantial engagement with an additional epic of their choice. Comparative Thought and Literature

AS.300.405.  Illness across Cultures: The Ethics of Pain in Literature and Film.  3 Credits.  
Although fundamentally grounded in human existence, Illness, pain, and suffering are also cultural experiences that have been depicted in literature and film. The way different cultures relate to and convey pain is embedded in the cosmogonic ideas each society holds about suffering and its outcomes. Reading through different literary texts from different parts of the world and drawing on movies that portray varied experiences of illness, this course aims to help students think about illness and its ramifications in a more transcultural way in order to understand how illness functions across different geographic, climatic, political, and social conditions. The students will also gain a better understanding of the causes of pain, its symptoms, and the different manners in which the authors and filmmakers whose works we will study mediate it to their readers and viewers. Indigenous people represent an important share of planet Earth’s inhabitants. Totaling almost 500 million people in the entire world, Indigenous people speak a variety of languages, produce knowledge in their mother tongues, and have deep connections to their lands and cultures. However, neither their demographic significance nor their long histories spared them the tragedies of settler colonialism and its aftermaths of dispossession, exclusion, and segregation. Since the early twentieth century, Indigenous people have been at the helm of a Global Indigeneity Movement that has mobilized both scholarship and activism in search of a better world. Despite their best efforts, the rich histories of indigenous activism, environmental practices, and cultural production as well as the worldviews they sustain remain confined to very limited circles. Building on the notion of "indigenous ecologies," which spans a wide range of approaches and fields, this course will interrogate some of the salient questions related to activism, literature, translation, extraction, environmentalism, and social justice from the perspective of Indigenous creators. Students will engage with materials produced by Indigenous thinkers, filmmakers, activists, and academic scholars to gain a deeper understanding of indigeneity across cultures and continents as well as the myriad critical ways in which its proponents approach pressing issues that face Indigenous peoples from myriad perspectives and positionalities.

This seminar offers an introduction to a key concept in contemporary critical theory and literary and cultural studies: settler colonialism, understood as a specific form of colonialism undergirded by the expropriation of land and resources rather than the exploitation of labor and thereby involving the attempted elimination and replacement of Indigenous polities and societies by an invading force. The course will have a dual focus: 1) tracing the theoretical distinction of settler colonialism from other forms of colonialism and tracking the critique implicit in this distinction of dominant forms of leftism that arguably presuppose a settler-colonial frame of reference; 2) tracking the history of what James Belich has called the “Anglo settler revolution” of the nineteenth century and engaging in a comparative analysis of the literatures produced in the course of that revolution in what are now Ireland, the United States, Canada, and Australia. In this course, you will produce a 7–10 minute mitigation video to be used in a Maryland resentencing hearing as part of the state’s Decarceration Initiative. Working in a two-person Maysles-style camera/mic unit ideally one film student and one social science student as a team, you will collaborate with Maryland Office of the Public Defender attorneys and social workers to interview an incarcerated client inside a correctional facility, document the lives of their family and community members, and craft a character-driven narrative grounded in care, accuracy, and ethical responsibility.The class is designed to conduct an intensive 10-day production outside of class consisting of: 1 day Orientation at the Baltimore City Office of the Public Defender + 2 days on-site pre-production + 4 days Primary filming + 2 days Pick-up shoots + 1 day Community screening for fact-checking and final consent. Throughout the semester, you will complete weekly production assignments, maintain professional communication with stakeholders, and develop a legal, sociological, and human understanding of how individual life histories are shaped by structural forces such as race, class, policing, and incarceration. How did the Greeks, Romans, and other ancient Mediterranean peoples understand human difference and diversity? How did they form their senses of self in relation to others and articulate kinship and commonalities across ethnic lines? Did skin color, birthplace, language, and lineage matter in constructing social hierarchies? How did their concepts of class and citizenship, beauty and belonging, differ from ours? Did they have anything akin to modern constructions of race and racism, blackness and whiteness, the ‘west’ and the ‘rest’? If not, when and why were such ideas invented, and how was Greco-Roman culture conscripted in their support? Finally and crucially, what can we do to make “classics” today more equitable, inclusive, and accurate to the multicultural reality of the ancient Mediterranean? This First-Year Seminar examines these questions, and many more, through the literature, art, and history of ancient Greece and Rome, with forays into Egypt, Persia, Judea, and northern Europe. It will introduce you to the diversity of the ancient Mediterranean world, hone your ability to critically interpret and discuss art, literature, and scholarship, and explore how systems of categorizing human difference have historically served power. This course will give you a wider historical lens through which to understand race, racecraft, the “classics,” and “Western civilization,” revealing all to be dynamic and historically situated discourses that have been used to exert authority, to include or exclude, and to build communities. It will also build student community and comfort discussing sensitive subjects through a combination of field trips, guest lectures, movie nights, and communal meals.

More than 500 federally-recognized Native tribes and many more who are not federally recognized live within the borders of the United States. Each of these communities has its own history, identity, traditions, relationship to the land, and story of survivance. This First-Year Seminar examines the views of Indigenous communities on topics such as truth, knowledge, identity and the self, causation, and ethics. It also investigates contemporary American Indian thought as it relates to colonialism and anti-colonialism, land, futurity, sovereignty, and resistance. Students will hear from guest lecturers working at the forefront of the discipline and enrich their learning through a trip to the Museum of the American Indian in Washington, DC.

From 1565 to 1815, the Manila galleons sailed between Spanish colonies in the Philippines and Mexico. Thousands of free and enslaved Asians from all over coastal Asia disembarked these ships at Acapulco and, within decades, could be found throughout Mexico, Central America, and Peru. A second and larger migratory wave of Chinese and South Asian contract laborers arrived in the Caribbean and South America during the nineteenth century. This course examines these two waves and their entanglements to chart the trajectories of the earliest Asian diasporas in the Americas. In the evaluation of these topics, we will pay close attention to racialization, cross-cultural exchange, lived experience, and unfree labor.

In this community-engaged sports history seminar, we partner with co-educator Coach Paul Franklin and an after-school youth basketball program in Bentalou, West Baltimore, founded in 1970. This class provides crucial lessons about US and sports history in the 20th and 21st centuries. We will study the history of urban planning, public health, law and order, and politics in Baltimore through the lens of this program and seek to better understand its significance for the community. Our group is tasked with researching the program’s evolution: we will speak with experts, sports figures, organizers and community leaders in the city, conduct interviews with past and current players, coaches, and supporters, explore relevant archives, newspapers, photos and film. Expect 90% group work and, instead of class, attend some U10 & U12 games. Collectively, we will decide on the deliverables to be presented to parents and players at the end-of-the-season celebration in April.

This course surveys the literary and cultural productions of Black and Latinx science fictioneers and their generative confrontations with the sci-fi genre’s fraught colonial, gendered, and racialized technoscientific origins. By engaging works of the Afrofuturist and Latinxfuturist imagination (ex. film, short stories, novels, and visual art) alongside science fiction criticism, and readings spanning the subfields of feminist, queer, and postcolonial science and technology studies, we’ll consider how Black and Latinx science fictioneers, past and present, appropriate the idioms of science and technology to upend essentialist accounts of gender, race, and sexuality, and fashion radical remappings of “gendered,” “raced,” and “sexed” bodies. Throughout the course of the semester, we'll also be interrogating how (and to what end) Black and Latinx sci-fi writers and creators such as Octavia E. Butler, Nalo Hopkinson, Janelle Monáe, Firelei Báez, E.G. Condé , and Silvia Moreno-Garcia, among others, complicate, reconceptualize, and expand the contours of the “science” in science fiction. In so doing, we will assess the implications (be these social, political, epistemological, etc.) of positioning Black and Latinx peoples, who have more often than not been made the objects of science (and scientific racism), as key interlocutors, producers, and critical surveyors of technoscientific knowledge.

This project-based course will provide training and skills in movement building through radical analyses of and approaches toward the state of food and food systems. The course immerses budding movement contributors in a theory- and practice-based experience. Students will engage in guided projects that support the movement toward freedom and self-determination through land and food. The course is co-taught by author, organizer, educator, and filmmaker Eric Jackson (Black Yield Institute) and anthropologist Nicole Labruto (Johns Hopkins University). Black Yield Institute (BYI) is a Pan-African power institution based in Baltimore, serving as a think tank and collective action network that addresses food apartheid. Participants will learn new research and design skills, contribute to projects relevant to BYI’s work, develop a critical analysis, and build relationships that will prepare them for growth in movement toward Black land and food sovereignty. In The Great Derangement Indian novelist Amitav Ghosh writes that “the climate crisis is also a crisis of culture, and thus of imagination.” Worldwide, climate and environmental change is stirring the imaginary of novelists, filmmakers, and artists who are finding ways to frame, emplot, or even perform, an unmanageable phenomenon like climate change. How is climate change shaping new modes of storytelling and aesthetics? How do film, literature, and environmentally conscious art transform our perception of the world we inhabit and its unpredictable changes? Can climate change narratives help us to imagine futures of possibilities, maybe dystopian, uncertain, or even happy, but futures nonetheless? Through legal documents, literature, and visual culture, students will grapple with the complex intersections of religious persecution, economic opportunity, and imperial expansion. Sixteenth- and seventeenth-century Spain was home to a sizeable Black African, Afro-diasporic, and Afro-descendant population that scholarship has only recently begun to acknowledge substantively.  The historical legacy of these communities reveals that Afro-Iberians, enslaved as well as free, experienced often violent forms of racial discrimination and oppression, but that they also contributed meaningfully to a shared cultural landscape of art, literature, drama, dance, and music.  Early modern writers of fiction likewise depicted Afro-diasporic characters not only as servants but also as sovereigns, soldiers, scholars, and saints.  This advanced undergraduate seminar will grapple with these ambivalences by surveying a wide, multidisciplinary range of cultural products.  In surveying the historical and literary complexities of the African diaspora in early modern Iberia, we will ask how these communities were subjected to the violence of empire, colonialism, racism, human trafficking, and enslavement, while at the same time generating creative vectors of pride, freedom, agency, and resistance. This course examines Latinos and the American political landscape – taking seriously the political lives of Latinos to sharpen accounts of American political development. In Part I: Latinos and American Empire, we will examine how American state building, American racial capitalism, and American empire created a varied set of racialized citizenship regimes that shaped the legality and membership of Latinos – depending on the interplay between domestic racial hierarchies and international projects. In Part II: Latinos and the Administrative State, we will examine how the regulation of Latino immigrants and asylum seekers from Latin America and the Caribbean have been an engine for American political development – including the making of border bureaucracies, networked policing that harnesses the institution of federalism, and the development of ocean-spanning detention infrastructure. In Part III: Latinos as Targets, we will examine how Latinos became racialized as ‘illegals’ and became the prime targets of state action – and how state efforts have led to the suppressing of political agency, mobilization of collective action, and even integration of Latinos into the enforcement apparatus. In Part IV: Latinos, Hierarchies, and Power, we will examine the political power of those most marginalized among the Latino population – including Black, Trans, Queer, Immigrant, and Undocumented Latinos – to learn about how these groups contend with intragroup and intergroup hierarchies, their role in intersectional movements, and their organizing under repressive conditions. In Part V: Latinos and Placemaking, we conclude with Latino placemaking across the United States to examine how Latinos – in relation with and to, and in coalition with Black, Indigenous, and Asian organizing – are cultivating and asserting political and policy influence in the face of climate change, policing, detention, and gentrification.

This seminar explores some of the core questions in the study of citizenship, migration, and racial and ethnic politics through the lens of Korean diasporic populations in the United States, Japan, China, and the former Soviet Union. We will examine how immigration, citizenship, and minority policies have structured and constrained the relationship of Korean communities to both the receiving and sending states. As a diasporic group, is there a collective self-identification among members of Korean communities that transcends territorial, hemispheric, linguistic, and cultural differences? Or is the Korean ethnic identity more a reflection of racial and ethnic politics in the receiving society? What factors determine the assimilability of a particular group at a given historical moment?

This course is an advanced undergraduate political theory seminar that examines the disproportionate impact of environmental destruction on racially stigmatized populations. Environmental racism has largely been understood in terms of environmental policy-making that discriminates against people of color, particularly with respect to the state-sanctioned siting of toxic waste facilities, the distribution of pollutants, food-deserts, and the exclusion of non-white peoples from leading positions in the environmental movement. In this seminar, we will explore environmental racism more broadly, pushing beyond its conventional, place-based understandings and approaching the corresponding logics that produce human disposability and environmental waste from the standpoint of both space and time. Examining colonial legacies of coding racial others in terms natural disasters, epidemics, infestations, non-human animals, and dirt, we shall investigate how the natural world is subjected to exploitation and domination in tandem with the subordination of racial subjects historically identified with nature and rendered expendable. In other words, we shall illuminate the logics of power through which race-making coincides with waste-making. Accordingly, we will explore political and theoretical challenges to environmental racism in multiple registers, such as those posed by Indigenous communities, decolonial thinkers and Afro-diasporic theories contesting the intersection of racial biopolitics and ecological crises.

From pirates to settlers, enslaved people to nomads, tourists to migrants, global politics are made by the overlapping routes of people on the move, and by attempts to put some people on the move, while containing others in place. In an international world order of nation-states constituted through histories of mobility, questions of movement are amongst the most pressing political issues facing students of international relations. The course will explore some of these questions through engagement with academic texts as well as fiction, film, and archival materials, to ask: What does the study of world politics look like if movement is treated as a primary rather than an exceptional condition? How do contemporary regimes of (im)mobility function to put some people on the move, and attempt to contain others in place? How do processes of colonization and decolonization unfold through questions of mobility? How are questions of belonging framed in relation to movement and stasis, for example, in relation to those rendered ‘migrants’ and ‘natives’?

Oral Histories are a means by which history is both generated and preserved. Talking to and recording people in their own voices is immensely valuable but also brings challenges. This course equips students with the theoretical framework, methods and an awareness of the ethics of making and interpreting oral histories and provides hands-on experience researching, designing and creating an archival record of our time to professional standards. Our project focuses on Baltimore's Confederate monuments. We will interview key stakeholders in debates that led to their removal and in ongoing conversations about what to do with them now.

This course addresses the historic role of the African American cemetery as sacred and political space, with important links to other Black institutions. Operating in partnership with Mount Auburn Cemetery in Baltimore, owned and operated by the Sharp Street Memorial United Methodist Church, we will visit the cemetery and related locations in Baltimore throughout the semester. Our collective goal is to research and share stories that further the interests of these important and vulnerable sites.

Taking its name from the work of scholar Katherine Verdery, who investigates why and how certain corpses took on a political life in post-Soviet Eastern Europe, this course examines ways that human bodies have been collected, displayed, concealed and disappeared across cemeteries, museums, universities and other sites. We will trace various valuations (and devaluations) imposed on bodies across the life course and examine how some bodies are made to matter more than others in both life and death. Drawing on interdisciplinary perspectives across anthropology, Black studies, history of medicine and more, we will engage with case studies from across the globe, from the 18th century to the present day.

This course explores the complex interplay between race, class, and the politics of decolonization and national independence in Africa, Asia, and the Caribbean and Latin America. Through diverse theories, primary sources, and comparative case studies, students will analyze how racialized and exploited groups have challenged systems of imperial and colonial domination while seeking to assert different meanings of freedom. The course moves beyond traditional decolonization narratives that restrict frameworks spatially to the boundaries of the nation-state and temporally to the post-World War II period. By historicizing decolonization struggles and emphasizing the transnational and comparative dimensions of the ideologies and practices of decolonization, we will explore how race and class dynamics within countries intersect with global power relations to shape the politics and processes of decolonization.

What is a refugee? Since World War II, states that have pledged to offer protection to refugees have frequently been drawn instead to the dictates of nationalism and communitarianism, which prioritize concern for their own citizens, rather than to the needs of forced migrants. As a result, even those migrants that have been formally recognized as refugees according to the 1951 UN Refugee Convention have not been assured of protection, and other migrants have been even less assured. In this course, we will locate the reasons for this reality in the legal, political, and historical underpinnings of political asylum. What is the difference between an asylum seeker and a refugee? How has the refugee category been redefined and contested by international bodies since 1951? How are the ambiguities of real-life violence and persecution simplified in asylum adjudication interviews that require clear, factual narratives? What kinds of protections are offered to asylum seekers, whether by UN bodies, NGOs, or host governments, and how have such protections varied geographically and historically? Finally, what protections, if any, are afforded to those migrants who are fleeing not persecution but rather “merely” endemic poverty or climate-induced displacement? The course draws on literature from sociology, history, anthropology, and international refugee law in order to understand the capacity (or lack thereof) of human rights discourses and declarations to contravene state sovereignty in the name of protecting the rightless.

Caribbean immigrants have long been an integral part of Baltimore’s rich and diverse Black community, shaping the city’s neighborhoods, politics, culture, and movements for justice. In this community-based learning course, students will explore the historical and contemporary experiences of Caribbean immigrants in Baltimore, with particular attention to migrants from the Anglophone Caribbean. Moving beyond the classroom, students will engage directly with Caribbean activists, educators, artists, and cultural workers whose lives and labor animate the city. Through oral history interviews, ethical and reflexive community engagement, and justice-driven archival practices, students will gain hands-on experience researching and co-creating an archival record of Caribbean immigrant life in Baltimore. This course is taught in partnership with Nati Kamau-Nataki of Everyone’s Place Bookstore and African Cultural Center.

AS.230.430.  Sociology of Policing and Resistance in Race-Class Subjugated Communities.  3 Credits.  
Policing has become a primary way that many Americans see and experience government, particularly those from race-class subjugated communities, and has been a site of resistance and freedom struggles since the first Reconstruction. In this undergraduate seminar, we will survey key debates around policing and social movements, with a particular focus on research that takes institutional development, history, and racial orders seriously. A core preoccupation of this course will be to understand the ways in which policing “makes race” and how debates about crime, surveillance, and safety were often debates about black inclusion and equality. We will explore changes in the racial logics of policing over time, debates over how policing helped construct the racial order, and the consequences of several shifts in policing for communities. From broken windows policing in New York to the emergence of the new vagrancy-style banishment laws in urban Seattle to the men who live under constant surveillance in Philadelphia and to the large share of blacks in Ferguson with outstanding warrants for ‘failure to appear”, these policies and policing regimes have helped remake the government in the eyes of the urban poor. How does exposure to criminal justice interventions shape political learning, racial lifeworlds, and community social capital? The course will include a range of methods (ethnography, historical analysis, quantitative and qualitative).

AS.220.213.  Community-Based Learning: Incarceration, Reentry, and Personal Storytelling.  3 Credits.  
The United States incarcerates more people than any other democratic country in the world; Baltimore City has the highest incarceration rate in Maryland, with 1 in every 100 residents locked up in a state prison. In this publicly-engaged course, students will learn about mass incarceration in the United States—its history, its dysfunction, and its current impact on the Baltimore community. In addition to reading and reflecting on personal narratives from the American Prison Writing Archive (housed at the JHU Sheridan Libraries), we will interact with organizers, activists, educators, and writers working with and on behalf of currently and formerly incarcerated people. In partnership with a Baltimore reentry program serving formerly incarcerated women, students will perform interviews and assist individual memoir projects.

An introduction for students unfamiliar with the Korean language but interested in Korean culture / literature. Students will read a variety of translated texts, especially of works written in the 20th and early 21st centuries by authors including Kim Tong-in, Hwang Sun-won, Pak Wanso, Hwang Sok-yong and Han Kang; there will also be classes on traditional sijo poetry. Students will become familiar with Korean literary genres and formal features, and develop a broad understanding of the historical and sociocultural context of Korean literature.
